Health and Safety comment:

Judicial report: Weather: Fine Authorized Handler, N.Clark (Flag The Bank) was warned under Rule 68.26 for being 10 minutes late for kennelling. Stewards took into account the circumstances encountered by Mr Clark during his travel to the meeting.
********************
Trainer, D.Fahey was warned under Rule 68.18 for carrying out strapping without supervision.
********************
Race 10. Trainer, D.Fahey requested a 'Hard to Box' assessment for Fanta Claws. It was subsequently observed and reported to box without difficulty.
********************
Race 10. Just prior to the despatch of the field from the 457 mtr starting point, it was observed by Stewards that the OUTSIDE CLIP holding the box lid down had become loose however the box lid was holding in a relatively normal position and it did release fully and in a normal motion when the lure reached the applicable release sensor. Immediately following the running of the race several video replays of the start including 'head on' coverage were reviewed together with the observations and opinion of the Starter. The decision was then made that no runner was observed to have conclusively been denied a fair start. It is relevant to mention that the race was won convincingly by No 6 (Winsome Blitz), No 5 (Foul Play) finished 3rd, the slowest runner to begin No 8 (Hillys Tip) finished 5th, No 1 (Paradise Echo) which was the fastest to begin, finished 8th and No 7 (Crafty Carson) was vying for 2nd position after 50 mtrs.
Stewards also took into account previous instances, at this and other tracks, where one end of the boxes' lid had come loose with no runner conclusively being denied a fair start, had not resulted in a ' No Race' being declared.
The Starter and Assistant Steward advised that the box lid was clipped in place after the runners had been boxed and this was confirmed from the video coverage reviews. In their opinion it appeared that the box lid may have come loose as a result of severe concerted pressure against it by the boxed runners. The Club has been requested to undertake immediate testing of this nature however it is noted that the problem did not reoccur in the five remaining 457 mtr races conducted after Race 10.
*******************
Race 10. When the Handlers returned to the 'winning post' area the Steward in Charge of the meeting was advised that Trainer G.A.Cleeve was considering lodging an objection but wanted to view the video of the race. By the time the nature of Mr Cleeve's possible objection had become clear, the 3 minute and $25.00 lodgement with the Club Secretary required under Rule 91.2 had expired and therefore any objection from that point would have been invalid.
Mr Cleeve did view the video coverage of the race in the Race Control Tower and was of the opinion that his greyhound 'Crafty Carson' had been denied a fair start. He was advised that the possibility of any greyhound having been denied a fair start had already been fully considered by Stewards and the Starter.
*******************
Race 13. This race was a Heat of the 2006 Waterloo Cup. The lure stopped 55 mtrs from the finish and when questioned the Lure Driver stated that there had been no abnormalities detected with it's operation to that point.
The runners were returned to the kennelling area and immediately seven of the eight Handlers indicated to Stewards that they were not prepared to consider a rerun of the race and wanted to withdraw. This stance was supported by the Officiating Veterinary Surgeon and Stewards and therefore the race was declared a 'No Race'. Handlers were then advised that the decision would be conveyed to the Club and that they would be advised by the Secretary as to the selection of the two runners required for the Waterloo Cup Final to be held at the AGRC on 31.12.06.
The Club Secretary was advised and proceeded to arrange the selection of the two runners for the final as per GRNZ Rule 76.7. The Chief Executive GRNZ and his appointed nominee (Racing Manager GRNZ) were advised of the situation and following consideration selected the greyhounds Micki and High Ace as the two runners to proceed to the final.
Stewards later became aware that several Trainers may have been of the opinion that the selection of the two runners for the final would be done by ballot which would have been the case under the pre January 2006 GRNZ Rules. It is also understood that public announcements by the Trackside Race Caller had also indicated that a ballot selection method would be used however this was corrected by him once the Stewards became aware of the incorrect announcements.
At the conclusion of the race meeting Club maintenance officials had not determined the reason for the lure carriage malfunction.
*********************
Race 13. Following the 'No Race' decision and subsequent announcement that the greyhounds Micki and High Ace had been selected to compete in the Waterloo Cup Final at AGRC on 31.12.06 an objection was lodged with the Club by Messrs David and Dennis Schofield. The Grounds for Objection stated 'Charlston Ghost' should have been placed 2nd therefore not being denied a place in Waterloo Cup Final'.
Stewards heard the objection from Messrs Schofield after Race 18 which was subsequently dismissed based on the fact that the 'Grounds for Objection' lodged did not meet the criteria of Rule 91 and that GRNZ Rule 76.7 had not been contravened in any way.
